Bitcoin reserve discussions returned to focus after White House digital assets adviser Patrick Witt confirmed that a formal update is nearing release.
The remarks pointed out that the Trump administration may be close to finalizing operational details tied to the U.S. Strategic Reserve. Witt said officials recently achieved a “breakthrough” involving legal interpretations, custody arrangements, and coordination between government agencies.
The reserve was originally created through President Donald Trump’s March 6, 2025, executive order. That order directed the Treasury Department to take custody of forfeited Bitcoin while prohibiting sales from reserve holdings.
The latest remarks followed several earlier statements from Witt during recent crypto industry events. He said the administration plans to make an announcement soon, but declined to provide specific details.

Witt also avoided disclosing the exact size of the government’s Bitcoin holdings. However, his comments were among the strongest signals yet that the White House may soon publicly unveil the reserve structure.
Bitcoin Reserve Structure Moves Closer to Completion
Patrick Witt said the White House spent months addressing legal and operational hurdles tied to government-held Bitcoin. According to Witt, officials wanted to finalize custody protections before issuing a public announcement.
He stated that the administration aimed to properly safeguard digital assets held on the government’s balance sheet.
The Trump administration first introduced the Bitcoin reserve through an executive order signed in March 2025. The order created both a Strategic Bitcoin Reserve and a separate U.S. Digital Asset Stockpile.
The reserve includes Bitcoin seized through government asset forfeitures. The order also allows the government to acquire additional Bitcoin through budget-neutral methods.
Witt repeated in recent weeks that the White House was still reviewing legal structures connected to the reserve. In late April, he stated that an announcement would arrive in the next few weeks. He later repeated the same timeline during another public appearance in early May.
Trump Administration Continues Reserve Preparations
According to the recent estimates discussed during industry events, the U.S. government may control between 198,000 and 328,000 BTC.
Those figures could position the United States among the world’s largest sovereign Bitcoin holders. Still, Witt clarified that not all seized Bitcoin automatically enters the Bitcoin reserve.
He explained that some assets are still linked to current criminal investigations or ongoing legal disputes. In other cases, courts may order certain amounts of seized Bitcoin returned to victims through repayment proceedings. Those holdings would not become long-term reserve assets under the current structure.
Witt also warned that executive orders alone may not guarantee long-term continuity for the reserve. He noted that future administrations could reverse executive actions unless Congress passes supporting legislation.
White House Keeps Focus on Bitcoin Reserve Rollout
The Trump administration’s crypto strategy in connection to digital assets has remained under discussion since the executive order was issued in 2025.
However, the administration has not yet released full operational details tied to the reserve. Witt repeatedly pointed out that officials wanted to complete internal preparations before revealing additional information publicly.
