OKX and ICE File SEC Notice for 24/7 Trading of Tokenized Stocks

The tokenized stocks venture between OKX and NYSE parent Intercontinental Exchange has notified the Securities and Exchange Commission. OKXICE submitted a notice of plans for continuous US equities trading on October 4. The proposal targets retail and institutional investors.

Former New York Governor Andrew Cuomo announced the development on X as the venture’s co-chair. He said the notice covers more than 60 companies listed on exchanges.

The proposed platform would operate under the SEC Innovation Exemption, issued on September 17. Its launch remains subject to applicable conditions, including shareholder protections and an issuer objection process before eligible securities become available.

Tokenized Stocks Filing Builds on the OKX and ICE Deal

Tokenized stocks represent traditional equities through digital records on a blockchain. The proposed venue seeks to connect those records with the rights attached to conventional shares.

The partnership began before the latest SEC crypto announcement. ICE disclosed its investment in OKX on March 5, valuing the exchange at $25 billion. That figure reflects OKX, not a valuation assigned to the joint venture. ICE also received a seat on the OKX board as part of the investment.

The companies formed their equally owned venture in June to develop infrastructure for digital financial products. ICE brings exchange operations and market technology, while OKX contributes blockchain infrastructure and its distribution network.

The public notice describes trading through permissioned liquidity pools on XLayer using Uniswap v4. Stock tokens would trade against USDC, USDG, or USDT, with access restricted to approved wallets. Participants would undergo identity verification, sanctions screening, and wallet ownership checks.

Tokenized Stocks Must Preserve Voting and Dividend Rights

The SEC exemption permits qualifying venues to use automated market makers without registering as national securities exchanges. It runs for five years from publication and includes limits on listed symbols and trading volume.

Under the framework, tokenized stocks must provide the same rights as their corresponding share class. Those protections include dividends, voting rights, and entitlements to residual assets during liquidation.

OKXICE says its third-party tokenization model requires one underlying share for every issued token. A registered broker-dealer would hold the shares, while blockchain records track transfers of the associated securities entitlements.

Issuers must receive notice before unaffiliated third parties tokenize their shares for trading. Companies have 30 days to object, making issuer responses relevant to the initial selection.

The venue also must suspend trading when the primary exchange halts the underlying stock. Longer trading hours would therefore remain subject to controls inherited from conventional equity markets. Its notice states that the SEC has not assessed the merits or accuracy of its disclosures.

Bitget and Other Platforms Highlight Different Trading Models

The filing adds another model to a market already served by Ondo and Bitget. Bitget and its wallet introduced Ondo’s tokenized stocks in September 2025 for eligible customers outside the United States.

RWA.xyz lists $3.2 billion in distributed value across its tokenized equity category as of October 5. That figure increased 10.33% over the preceding 30 days.

Ondo expanded the distribution of tokenized stocks to the Bitget centralized exchange in March 2026. Its initial offerings included major technology shares, equity index funds, and commodity-linked products.

Product rights remain a practical distinction across platforms offering tokenized stocks. Bitget describes its Ondo-linked tokens as providing exposure to prices and reinvested dividends. Its disclosures say those products do not confer direct ownership or shareholder voting rights.

For OKXICE, the SEC crypto framework requires matching the rights of the underlying shares. The October 4 public notice lists Cerebras Systems under its issuer objection section.
