Massachusetts Senator Elizabeth Warren will likely be chairing the Senate Banking Committee in the new Congress, which will get underway in January 2027.
This comes after Democrats took control of both houses of Congress after winning the November 3 US midterm election.
While not yet formal, reports including The Wall Street Journal indicate Warren, currently the committee’s senior Democrat, would succeed Republican Tim Scott.
As chair, she would steer the panel’s agenda on securities law, bank charters and crypto policy, wielding subpoena power and oversight that could reshape crypto regulation in Washington.
Elizabeth Warren in Focus as Democrats Take the Gavel
The Democratic sweep of the 2026 midterms means committee assignments are up for grabs. Elizabeth Warren was the ranking member on the Banking panel this session and is the leading candidate to take over, provided party leaders confirm the plan.
Senate Democrats also favor Representative Maxine Waters for chair of the House Financial Services Committee. Under Democratic control, those committees will set the financial legislative agenda – from banking practices to digital assets.
Financial institutions are already “preparing for additional scrutiny” of fees, lending and regulation, Reuters reported. For crypto firms, the news is especially notable: the panel has direct jurisdiction over stablecoins, exchanges and custody rules, and Warren is known for pushing tougher rules.
Elizabeth Warren’s Crypto Regulation Agenda
Elizabeth Warren has long called for increased regulation in crypto markets. Warren has consistently said that there should be tighter regulation of crypto exchanges, stablecoin issuers, and intermediaries.
This could come in the form of increased AML requirements or new consumer protections.
Legislation such as the “Clarity Act” (which will provide clarity on the boundary between digital assets and the SEC/CFTC) backed by industry could be delayed during her tenure.

Elizabeth Warren has pressed for additional guardrails in that bill, even calling earlier drafts “corruption, plain and simple” to ensure officials’ financial interests don’t conflict with the rules.
According to experts, likely committee priorities under Warren include crypto consumer-protection gaps, insider trading in prediction markets, and conflicts of interest.
Probes Into Trump-Linked Crypto Deals
Any Banking Committee led by Warren will also look at the political connections of cryptocurrency.
Democrats have already said they intend to investigate President Trump’s crypto activities should they take control of Congress.
Lawmakers are “preparing to unleash a deluge of investigations” into Trump’s crypto links, including those of his family, Bloomberg Government reported.
Elizabeth Warren personally has pressed regulators on these issues. In January 2026, she demanded that the Office of the Comptroller of the Currency pause its review of World Liberty Financial’s bank charter until ethical conflicts were addressed.
The OCC flatly refused, insisting its process remained “apolitical and nonpartisan” and would continue its evaluation.
Still, such efforts underscore that Trump-related crypto deals are now squarely in Congress’s sights.
Crypto Market Response to Elizabeth Warren News
The Elizabeth Warren news was met with some pessimism. Bitcoin prices fell by around 6% on Nov. 6 to $75,500, and Ethereum dropped more than 8%.
According to data from CoinGlass, there were also approximately $1.25 billion worth of crypto futures liquidations in a 24-hour period, mostly longs.
Analysts note that the “gavel shift” may already be partly priced in, but volatility is likely to persist until new rules are clearer.
