Crypto Regulation News: Irish Central Bank Fines Coinbase Unit €3.25 Million for Rule Breaches

Key Insights

  • Crypto regulation news today focuses on Coinbase’s €3.25 million Irish regulatory fine.
  • ESMA gave crypto firms three months to address stablecoin exposures.
  • Deutsche Bank plans German custody services, starting with major cryptocurrencies.

Crypto regulation news today centered on Coinbase after Ireland’s central bank fined its Irish unit €3.25 million on Thursday.

The penalty, equivalent to $3.65 million, concerned safeguarding and outsourcing breaches that occurred between 2020 and 2025.

The Central Bank of Ireland announced the enforcement action in a statement covering obligations to protect customer funds.

Crypto Regulation News Details Coinbase Settlement

Following the Reuters report, a spokesperson for the crypto asset-trading platform said Coinbase had self-reported the issues to the regulator. In its response, the spokesperson said no customer experienced any financial loss resulting from the issues covered by the settlement.

Additionally, the spokesperson said the issues did not prevent customers from accessing the funds held in their accounts.

Explaining how those circumstances arose, the spokesperson linked most issues to measures the platform took during periods of significant disruption. Coinbase said those measures aimed to protect customers, according to its statement issued in response to the regulatory action.

The Irish regulator reached a settlement with Coinbase Ireland on Wednesday, the bank said in its statement. This crypto news update has gained notable traction from market participants.

Alongside the settlement announcement, Central Bank Director of Enforcement Karen O’Leary addressed the responsibilities of payment and electronic money firms. She said those businesses must fully safeguard customer funds as a fundamental part of their obligations.

On supervisory standards, O’Leary said the central bank had already communicated its expectations concerning the safeguarding arrangements firms maintain. In addition, O’Leary said the central bank would tolerate no weaknesses in the safeguarding arrangements maintained by regulated firms.

Beyond protecting customer funds, the central bank said the breaches involved rules for maintaining confidence in the financial system. In earlier crypto regulations news, the same Irish regulator fined another Coinbase subsidiary €21.5 million last year.

According to Reuters, that separate penalty concerned breaches of transaction monitoring obligations relating to anti-money laundering and countering terrorist financing.

ESMA Expands Oversight of Unauthorized Stablecoins

Meanwhile, crypto regulations news elsewhere in Europe included a stablecoin directive from the European Securities and Markets Authority, or ESMA. The authority tightened regulation across the European Union on Thursday, Oct. 8, under MiCA rules.

Under that directive, crypto firms received a period of three months to address existing exposures to stablecoins lacking MiCA compliance. That crypto regulations news update extended supervisory expectations beyond previous restrictions covering certain trading and exchange activities.

Beyond those earlier restrictions, the directive’s expanded coverage also encompassed custody services and transfers involving stablecoins that lacked authorization. Additionally, the expanded supervisory expectations covered providing investment advice concerning unauthorized stablecoins and managing portfolios that involve those assets.

As other crypto regulation news focuses on enforcement, more firms are entering the region. Deutsche Bank is preparing to introduce crypto custody in Germany within weeks. For its German operation, the bank plans to provide custody for selected institutional and corporate customers, Reuters reported.
